This Explanation explains that this Meeting had been summoned pursuant to the adjournment with a view to completing its enquiry, which it had been found necessary to institute into certain charges that had been made against Messrs Heam & Martin at the Central School.

At the previous meeting of Council, the Members would recollect that the charges then laid into consideration related particularly to the allegations which Mr Heam alleged to have made to personate other gentlemen, and more particularly Sir William Robinson, Mr Sheward and Mr Travers, with a view to palming off upon them debts which he had incurred in visits to Brothels in this Colony.
As bearing upon this point and as tending to show a priori grounds of the probability of the truth of such charges, His Lordship adduced to question Mr Hennin...
